    As far as I am aware, the project manager (PM) has full flexibility to design and implement Project Governance including participant list, cadence, and topics of interest.

    PM has to rely on cross-functional teams and collaborate to achieve end objective; due to matrix organization setup PM has limited direct control on team structure – resources come from blueprinted delivery organizations.
