Allow me rephrase the question as: What are the key skills and tools needed for radio network planning and optimization?

First, you need technical skills, such as:

- RF fundamentals: propagation models, antenna theory, radiation patterns

- Cellular technologies: GSM, WCDMA, LTE, NR, and soon... 6G!

- Network architecture: RAN design principles, core network integration

Second, regarding the tools - unfortunately I don't have much experience with these. :)
