You may want to apply for open positions in Nokia Finland and be sure to mention in your application that you are hoping to re-locate. Please note though relocation isn't' always offered as a part of the job. For some of the critical roles e.g in 5G technology I believe Nokia considers applicants from all over the world. If you have some skills in these areas, that's the best bet to get a role in Finland.
