If it is difficult to decide which area or role to pick, during the application process consider what makes you "excited", what would fit you better, what are your long term career goals. If you are more into academia, background research, working on your own, then go for that - if more interested in working with people, be it org. management, learning and development, consultancy or payroll, then probably HR is the right direction.
Still, you can change your career path, and take up a different role - nothing will stop you from looking for a different position in another part of the Nokia organisation.
